According to President Dennis Manning, the nonprofit organization ?was nearing the end of a decade of deficits and other operational challenges that could have easily meant the end of this proud, three-decade-old nonprofit organization.?

Community Residences provides services that enable more than 1,100 people in Virginia and Maryland with a wide range of disabilities to live as independently as possible.?

Hurley had spent his entire career in the for-profit technology world, but he took up the challenge of using his financial know-how to put Community Residences back on a solid foundation. Within six months of being with the nonprofit, Hurley closed on a $14 million refinancing involving complex tax-exempt and taxable bonds. The deal significantly reduced Community Residences? interest charges and improved its cash flow and financing for long-overdue capital improvements.

?When I came, our cash position was pretty stressed, and [the refinancing] gave us some room to maneuver and work through some program issues,? recalls Hurley.
The refinancing led to a $1 million capital improvement program that impacted almost all of Community Residences? 30 properties, including the sale and purchase of several properties.

?We modernized and expanded the facilities for the people who were living in them,? says Manning. New kitchens, baths and other upgrades improved the lives of Community Residents? clients, most of whom have mental health issues or development disabilities.

?When the service you provide is good quality, then you?ll get repeat consumers,? says Hurley. Community Residences? occupancy rate rose from 85 percent in 2006 to 97 percent today.

Hurley?s contributions didn?t end there. Manning says Hurley immersed himself in the complex details of health and human services financing, Medicaid, mental health and intellectual disabilities services. ?He did not limit this total immersion to the technical demands of his role of chief financial officer,? Manning says. ?Rather, he worked consistently to learn about the texture and subtlety of both our business, and more amazingly, the day-to-day realities of providing services to adults with serious and chronic mental illness and severe intellectual disabilities.?

Hurley boosted team performance by replacing contractors with permanent employees and involving them in the financial side of the agency to build a sense of ownership.
?The more open we were, the better the financial results became because [the employees] could see things we couldn?t see,? says Hurley. ?If people don?t tell you what?s going on, you never have a chance to improve it,?

He also worked to improve efficiencies. Under Hurley?s leadership, audit entries have been reduced by 75 percent and account payables are down by 90 percent. Administrative overhead has also been reduced, freeing up needed resources for direct services to Community Residences? clients.

?In over 35 years of health and human services experience, I have worked with dozens of accounting and finance professionals,? says Manning.? Osheaga 2011: Elvis Costello likes his music the old-school way

MONTREAL - Elvis Costello makes it quite clear in conversation that he cares about albums. And yet he said he doesn?t have time to fret about the demise of the album format in a post-iTunes age.

?There?s no real commercial ambition to making records anymore ? not if you?re sensible. They?re just, literally, a record of what you?ve written that people can refer to and take home,? he said during a recent telephone interview. ?(But) I don?t really think any of those predictions of the demise of music as such are correct. What is changing is the business model. I?m not in that business. My livelihood is performing music and my vocation is as a musician. That?s not to say I?m above all commercial concerns. That would be nonsensical. But there isn?t time to worry about all that stuff. There?s too much to do.?

Asked about a hypothetical kid who gets curious about Costello?s music and downloads, at random, the recent One Bell Ringing, the 1978 new-wave-rocker (I Don?t Want to Go To) Chelsea and the gentle, country-flavoured waltz American Without Tears from 1986, Costello?s voice quickly registered a surprising enthusiasm.

?In a way, he would love the wheel show, because that?s the way we?re doing it,? Costello said. His current Revolver tour features a 12-foot wheel with 40 song titles from his catalogue, both well-known and obscure. Audience members are invited to spin the wheel and its random stops determine the set list.

Costello explained that festivals like Osheaga, at which he performs Saturday with the Imposters, don?t allow the time or space to set up the wheel. He said he also fears that people farther back in a large festival crowd would feel cut off. So Montreal will miss the spinning wheel this time around, as it did when he first tried out the concept on a 1986 tour.

So the iTunes kid, if he lives in Montreal, will have to wait, too. But Costello seemed to like his theoretical song choices. ?It?s not a bad thing, if you were just starting and you were curious enough to go all over the place like that,? he said. ?The thing that would be a little bit less encouraging would be if it were predictably the same four songs ? all you needed to know about such and such an artist ? and if they had more to offer.

?Some only have one song. I have 400,? Costello said. ?Maybe they?re not all worth your time, but they?re worth somebody?s time. They were worth my time when I wrote them. I don?t know how many (of them) people need to hear. That?s for them to decide.?

Talking to Costello about songcraft is the opposite of talking to, let?s say, Brian Wilson. Even in a 25-minute phone interview, Costello waxed thoughtful about his work, offering frequent insights. He casually illustrated points by explaining the thoughts that produced lines from certain songs or by commenting on specific arrangement choices. It would be impossible to squeeze it all into 900 words or so.

He even expounded on one of his colleagues when his liner notes to Paul Simon?s recent So Beautiful or So What were raised. ?It?s far and away the best record you could hear from somebody who?s got a lifetime of experience,? he said. ?It?s an incredible piece of composition that?s very beautifully performed.

The sound of Simon?s album impressed Costello as well, he said. ?It?s utterly different in approach from the way I record,? he said. ?Maybe that?s one of the things that attracts me to it.?

A recurring theme in the interview is Costello?s affection for records that were recorded before overdubs and multi-tracking became the standard. ?The red light went on and people made their choices and agreements in the moment,? he said. ?That?s what?s thrilling about very old records.?

On his most recent album, National Ransom, Costello said he and producer T Bone Burnett wanted everything recorded simultaneously. ?They?re not parts. They?re performances. Everybody?s in the room,? he said. ?They could be 78s.?

But that doesn?t mean there?s not more to rediscover in vintage recordings as years pass, he explained. ?The records I return to, like Music From Big Pink, (are ones) where you can put it on months apart and hear a different story, because it?s very rich, or a record like (Joni Mitchell?s) Blue, which you can go back to after many years of not hearing and it will still sound beautiful, but it will sound different to you because you are in a different place.

?Albums are like books,? Costello said. ?You can reread something and your perspective and your insights have changed. (Similarly) the music affects you differently. That?s not to say that all the music that can achieve that effect is in the past. Plenty of records made in contemporary times have that same feeling to people ? particularly if the music speaks of their own experience by somebody of their generation.?

Costello said he welcomed the idea that a young-demographic festival audience like the one expected at Osheaga is not there specifically to see him and the Imposters and, in fact, might not even know his work. They will have to be won over, he said. ?We?ll be as good as we play the songs,? he said. ?That?s actually better than playing to people who know you. We have to make the case for presenting the songs there and then. If we can pull it off, it means they were listening.?

His parting words suggested the group is intent on making new friends in the audience. ?Nothing should sound like you?re tired of it,? he said. ?Otherwise, what are you doing up there??

House nears vote on GOP debt bill; Dems oppose (AP)

WASHINGTON ? Partisan to the core, Congress groped uncertainly Friday for a way to avoid a government default threatened for early next week. "We are almost out of time," warned President Barack Obama as U.S. financial markets trembled.

At one end of the Capitol, Speaker John Boehner and House Republicans pushed toward a vote on veto-threatened legislation rewritten overnight to win the support of conservative holdouts demanding action on a constitutional balanced-budget amendment.

At the same time, Democratic Senate Majority Leader Harry Reid worked on an alternative bill to cut spending by $2.2 trillion and raise the debt limit by $2.7 trillion. That would be enough to meet Obama's terms that it tide the Treasury over until 2013.

The final result ? the White House and Reid calling for compromise while criticizing Republicans as the deadline drew near ? was anything but certain.

Boehner's measure would provide a quick $900 billion increase in borrowing authority ? essential for the U.S. to keep paying all its bills after next Tuesday ? and $917 billion in spending cuts. After the bill's latest alteration, any future increases in the debt limit would be contingent on Congress approving the constitutional amendment and sending it to the states for ratification.

"With conservatives insisting on the addition of a balanced-budget amendment requirement, Speaker Boehner's bill will now cut, cap and balance" federal spending, said Rep. Jeff Flake of Arizona as Friday's scheduled vote approached.

The White House called the bill a non-starter. "'Amend the Constitution or default' is a highly dangerous game to play," said press secretary Jay Carney, and Democrats said they would scuttle it as soon as it arrived in the Senate.

Reid, inviting Republicans to suggest changes, said, "This is likely our last chance to save this nation from default."

At the same time Reid appealed for bipartisanship, he and other party leaders accused Boehner of caving in to extremists in the GOP ranks ? "the last holdouts of the tea party," Sen. Richard Durbin of Illinois called them.

The developments occurred one day after Boehner was forced to postpone a vote in the House for fear the earlier version of his measure would suffer a defeat. But by forcing a delay the conservative rebels upended the leadership's strategy of making their bill the only one that could clear Congress before a default and win Obama's reluctant signature.

"Everybody acknowledges that because of the dust-up yesterday we've lost some leverage," said Rep. Steven LaTourette, R-Ohio, an ally of the speaker.

The rebels said they were more worried about stemming the nation's steady rise of red ink.

Rep. Jeff Landry, R-La., a, a first-term lawmaker, issued a statement saying his pressure had paid off.

"The American people have strongly renewed their November calls of bringing fiscal sanity to Washington. I am blessed to be a vehicle driving their wishes to fruition," he said. "This plan is not a Washington deal but a real solution to fundamentally change the way Washington operates."

Administration officials say that without legislation in place by Tuesday, the Treasury will no longer be able to pay all its bills. The result could inflict significant damage on the economy, they add, causing interest rates to rise and financial markets to sink.

Executives from the country's biggest banks met with U.S. Treasury officials to discuss how debt auctions will be handled if Congress fails to raise the borrowing limit before Tuesday's deadline.

But Carney said the administration did not plan to provide the public with details Friday on how the government will prioritize payments.

The day's economic news wasn't very upbeat to begin with ? an economy that grew at an annual rate of only 1.3 percent in the second quarter of the year.

Investors weren't impressed with either the economy or the efforts in Washington.

The Dow Jones industrial average appeared headed for a sixth straight day of losses, and bond yields fell as investors sought safer investments in the event of a default.

At the White House, Obama cited the potential toll on the economy as he urged lawmakers to find a way out of gridlock.

He said that for all the partisanship, the two sides were not that far apart. Both agree on initial spending cuts to take effect in exchange for an increase in the debt limit, he said, as well as on a way to consider additional reductions in government benefit programs in the coming months.

"And if we need to put in place some kind of enforcement mechanism to hold us all accountable for making these reforms, I'll support that, too, if it's done in a smart and balanced way," he said.

That went to the crux of the conflict ? his insistence that Congress raise the government's borrowing authority by enough to avoid a repeat of the current crisis during the heat of the 2012 election campaigns.

Republicans have resisted, accusing him of injecting purely political considerations into the debt limit negotiations.

But Boehner's failure to line up the votes for his legislation Thursday night seemed to embolden Democrats.

Obama asked his 9.4 million followers on Twitter to send tweets to Republican lawmakers.

"The time for putting party first is over. If you want to see a bipartisan (hash)compromise, let Congress know. Call. Email. Tweet," Obama wrote in a tweet, signed "-BO."

Senate Republican Leader Mitch McConnell of Kentucky saw it all differently.

"Democrats are out bragging about how they're going to prolong this crisis instead of doing the hard work of trying to solve it," he said. "And that includes the president," whom he accused of blowing up a bipartisan deal that had been negotiated last weekend.

CARLA Northam devoted the past few years of her life to improving cardiac research in her role as chief operating officer of the Victor Chang Cardiac Research Institute.
Now she has turned her focus to early childhood education and care by taking on the new role of chief executive officer with national peak body Family Day Care Australia at its Gosford headquarters.

?As a business woman coming into this position I?ve noticed a lot of disjoint within the industry,? Mrs Northam said.

ROME (AFP) ? Researchers at a world AIDS conference Monday stood up to cheer a trial proving that early use of drugs to treat HIV all but eliminates the risk of transmitting the killer virus through heterosexual intercourse.

Experts said the bold experiment marked a turning point in a disease that has claimed some 30 million lives and left 34 million people infected with HIV.

They said widening access to antiretroviral drugs would deliver a double whammy: millions of people infected by the human immunodeficiency virus (HIV) would be saved and millions of new infections would be averted.

But they stressed that the message of safe sex that has shadowed AIDS for the past three decades should not be abandoned.

And before "treatment as prevention" is launched as a strategy, it would need carefully crafted guidelines and billions of dollars in support, at a time when funding for AIDS is faltering.

"We are at an important tipping point," Anthony Fauci, director of the US National Institute of Allergy and Infectious Diseases (NIAID), told AFP.

"There is an extraordinary window of opportunity and the sooner we act on it and the more robustly we act on it, the quicker we'll achieve the goal of turning around the epidemic," he said.

"Now's the time to translate this science into action that can break the back of the epidemic," the group Medecins Sans Frontieres (Doctors Without Borders) said. "The clock is ticking."

Casting aside their traditional reserve, delegates cheered and gave a standing ovation to Myron Cohen, a professor at the University of North Carolina at Chapel Hill, who led the landmark HPTN 052 trial.

The data had been initially unveiled to the press in May on the orders of monitors, who said the results were so startling that all participants had to be advised of the outcome on ethical grounds.

Its presentation at the world's top scientific conference on AIDS, and concurrent publication in the peer-reviewed New England Journal of Medicine, now enshrines it as a benchmark to which policymakers will refer.

HPTN 052 was carried out among 1,763 couples in nine countries where one partner was infected with HIV while the other was HIV-free.

When the infected partner was given an early start on HIV drugs, this slashed the risk of transmitting the virus to the other by 96 percent -- a figure readily comparable to the effectiveness of a condom.

Alongside the HPTN presentation were two other trials, made public last week, which found a reduction of up to 73 percent in risk when the non-infected partner, as opposed to the infected partner, took the antiretrovirals.

Experts said many tasks lay ahead in transposing a trial, which takes place in carefully controlled conditions where couples are counselled and supported, into the messy reality of everyday life.

The UN's World Health Organisation (WHO) on Monday said it would delay plans to revise its guidelines on antiretrovirals to give it time to ponder the radically altered landscape.

However, the use-a-condom message will remain in place, said the WHO's Gottfried Hirnschall.

"Messaging is critical and clearly we not just talking about a single intervention, we are talking about a combination prevention," he told a press conference.

"We would never at this point want to say, let's do just one thing and say 'don't use condoms'."

Another question is funding. Around 16 billion dollars have been earmarked to fight AIDS this year, compared to needs estimated at 22 to 24 billion dollars.

"The priority right now is reaching people who really need treatment," argued Michel Kazatchkine, head of the Global Fund to Fight AIDS, Tuberculosis and Malaria.

"(...) Putting everyone on treatment is not a prospect, either from the resource point of view or from the operational point of view. Half of the people who are infected aren't even aware of their (infection) status."

The four-day conference, staged once every two years by the International AIDS Society (IAS), gathers 5,500 specialists, ranging from virologists to pharmacologists and disease trackers. It ends on Wednesday in Rome.
