States In No Hurry To Implement Health Insurance Exchanges ...

Most states have been lollygagging on creating the health insurance exchanges, ie, government sponsored insurance plans that include government mandates on coverage offered through governmentally approved insurance companies that everyone and every company must move to if they make any changes to their existing plans, and plan on continued lollygagging

(WRAL) North Carolina lawmakers said Thursday that they have no plans to meet a deadline to create a new one-stop shop to help individuals and small businesses find affordable health insurance despite a landmark U.S. Supreme Court ruling.

State Senate President Pro Tem Phil Berger said senators do not intend to take up legislation to create a health benefit exchange before they adjourn next week. The 2010 federal health care overhaul requires all states to have an exchange. Legislation passed the state House last year.

State plans for the markets are due to the federal government by this fall. The federal government will create exchanges for states that don?t have them by 2014. Only 14 states and Washington, D.C., have adopted a plan for carrying out the law creating exchanges that steer middle-class households to private plans.

In fact, while some 14 states and DC have plans to create exchanges, almost none have actually implemented those plans.

(Wisconsin Radio Network) Despite the Supreme Court upholding the law, Governor Walker says Wisconsin will not take any action to implement health care reforms until after the election. He says the legal challenge was only the first step, and Republicans reclaiming the White House and Congress could still stop if from taking effect. Walker says ?only after each of those two has been exhausted will we consider what the state will do.?

That sentiment is echoed by many, many states. Missouri residents voted once to say Heck No!!!! to Obamacare in 2010, and will vote again come November on the ballot, so the state is doing nothing to implement any Obamacare measures.

(LA Times) California?s new insurance exchange is seeking about $190 million in additional federal money as it prepares to help millions of consumers shop for health insurance.

That?s on top of the hundreds of millions Brokeifornia is already appropriating to this crazy law.

(Civsource) Two of the biggest states in the union ? California and Florida are moving forward with plans to build health care exchanges. California has chosen Accenture to build out its health exchange ? CalHEERS, the biggest system and biggest contract award of its type in the country. Florida is choosing Xerox for its efforts.

Actually, Florida is unsure how they will proceed. Here?s where it gets really good

The (California) contract includes about $183 million for the initial development and implementation of the system. Another $176 million will be paid out over the remainder of the three year contract for later phases of the build out. The state estimates that approximately 4.4 million residents will have been helped through the project by 2016.

In Florida, Florida Health Choices, a corporation established by the state to improve access to health care, has selected Xerox (NYSE: XRX) to administer its Insurance Marketplace. The nine-year contract is valued at $68 million.

Sure seems like it?s costing quite a bit of money at both the state and federal levels just to set up the exchanges, eh? I thought this was supposed to save money. Should be interesting to see how much it actually costs to run them. And all on top of massive tax increases on the middle class.

Adoption of advanced techniques could propel crop improvement

ScienceDaily (June 28, 2012) ? Scientists could take greater strides toward crop improvement if there were wider adoption of advanced techniques used to understand the mechanisms that allow plants to adapt to their environments, current and former Purdue University researchers say.

In a perspective for the journal Science, Brian Dilkes, a Purdue assistant professor of genetics, and Ivan Baxter, a research computational biologist for the U.S. Department of Agriculture's Agricultural Research Service, argue that today's technology could allow scientists to match physiological and genetic characteristics of plants with the soil characteristics that promote or inhibit their growth. Making those connections could reduce the time necessary to improve plants that are coping with changing environmental and climatic conditions.

"Evolution has solved the problems that we face in terms of adapting plants to grow in a multitude of environments," Dilkes said. "If we understand these processes, we'll be able to apply that knowledge to maintaining diversity in natural systems and improving and maintaining crop yield."

The majority of a plant's makeup, besides carbon dioxide, comes from elements and minerals absorbed from the soil as the plant grows. The physiological and genetic mechanisms that allow plants to obtain iron from the soil, for instance, can also cause the plant to accumulate other elements. Understanding how those changes interact is an important piece of improving plants, Baxter said.

"This is just a hint of the complexity that's out there," said Baxter, a former post-doctoral researcher at Purdue who works for the USDA at the Donald Danforth Plant Science Center in St. Louis. "If we're going to make the necessary improvements in agricultural productivity, we will have to move forward with these techniques."

Much of the work done to understand how plants have adapted to their environments focuses on one gene and one element it controls at a time. Pinpointing one or more genes responsible for a particular trait can take years, even decades.

Dilkes and Baxter believe a wider adoption of molecular phenotyping techniques, such as ionomics and genome-wide association mapping, could allow scientists to work with multiple elements and genes at once.

"By focusing on one gene or one element at a time, you miss out on the other physiological mechanisms occurring in the plant," Dilkes said. "The potential to broaden our understanding of these complex interactions and have a dramatic effect on agriculture is there."

Genome-wide association mapping allows scientists to find genetic associations among multiple phenotypes, or physical traits. The process quickly shows which genes may be responsible for the physical characteristics.

Ionomics studies the elemental composition of plants and how those compositions change in response to environmental or genetic changes.

"Experiments with thousands of samples are now possible," Baxter said. "We've just started to put these things together."

Research in Baxter's lab is supported by the National Science Foundation, the U.S. Department of Energy and the U.S. Department of Agriculture's Agricultural Research Service.

I'm sorry and I think I speak for many of us when I say that I understand what you are feeling. It hurts so bad. It sounds like you have a lot of good people around you that love those kids and love you. Its OK to lean on these people to help you get through this. They may not understand the system and how it works..or how broken it is, but they know you are hurt and will want to help. Let them.

When we lost our first placements, I cried all the time. I could hardly sit at my computer and work. I was lucky to have the people I work with and my family and friends to help drag me out of the depression that follows the loss.

Keep photos of the kids and document the memories you have had with them. It will be a long time before you will be able to go back and look at the photos, but it is good to have them there. It's been 6 months since we lost the boys and I am just now able to look at their photos without going into a full on crying fit.

You WILL get through this. Since you kind of know what will happen at court, it will help you to prepare your heart a little bit...but you are going to need your support group.

Again, you WILL get through this.

Overview of budgeting

Budgets are a business tool that can power operating results and improve financial durability.

How are budgets used and developed?

Budgets are prepared with a collaborative effort from cross-functional business teams. Gather financial and operating data from the prior year to aid your budgeting process. Budgets are forward looking and prepared for internal use only. Enlist the help of staffers from accounting, marketing, finance, operations, engineering, information technology and other business functions. The budget process can take weeks but the well constructed budget is used by the entire company to stay on track and make strategic business adjustments throughout the year. Begin the budget process well before the beginning of the fiscal year.

The master budget is made of:

  • Operating budget: An estimate of unit sales, production and materials requirements for the upcoming period.
  • Financial budget: The budgeted income statement is prepared using the production budgets and the operating expenses budget.

The operating budget is made of these sub-budgets:

  • Sales budget: An estimate of sales for the upcoming period prepared by the marketing and sales departments
  • Production budget: An estimate of unit production to meet the sales budget. Production managers usually build in a reserve for finished product to meet unexpected demand.
  • Direct materials budget. An estimate of materials required to meet the production budget. Purchasing managers usually build in a reserve for raw materials to meet unexpected production requirements.
  • Manufacturing Overhead (MOH) budget: The estimated indirect variable and fixed manufacturing costs.
  • Operating expenses budget: An estimate of the variable and fixed non-manufacturing costs.

We will go into greater detail about these budgets in the next posts. Until then give some thought to the training, education, executive coaching and systems you need to prepare a master budget.

Prudential Mortgage Capital closes first U.K. commercial real estate ...

NEWARK, N.J.?(BUSINESSWIRE)?

Prudential Mortgage Capital Company has closed a $ 108 million commercial real estate loan in the U.K., the first financing since launching its European business earlier this year. Prudential Mortgage Capital Company is the commercial mortgage lending business of Prudential Financial, Inc. (NYSE: PRU).

The loan is secured by a portfolio of U.K. properties: four multi-tenanted office properties in central London and a grocery-anchored retail property in the historic town of Bath. The 11-year financing marks Prudential?s first secured commercial real estate debt transaction in Europe since the opening of its London advisory office in January 2012. The portfolio?s sponsor, the O&H Group, is a family run business with considerable real estate holdings and development projects in central London and throughout the U.K.

In 2012 Prudential is targeting $ 500 million (?325 million, ?400 million) of long-term, fixed-rate senior debt transactions in Europe, with the ability to do significantly more than this. The European program is similar to the loan structures the company offers in the U.S., and as in the U.S., there is the ability to fund individual transactions of significant size. All debt will be denominated in local currency and secured by income-producing real estate. Initially the company is focusing on office, logistics, multifamily, and retail properties in and around large population centers such as London, Paris, and the major cities in Germany. On the European continent such financing transactions may also be structured in collaboration with local banks.

If you are a Marvel fan, then The Avengers will feel like Christmas. Thanks to the merry doings of the director, Joss Whedon, all your favorite characters are here, as shiny and as tempting as presents under the tree.

Ultimately, it all comes back to Whedon: His clear vision for each character and how they might be profitably intermingled; his unexpected knack for action choreography; his funny, tender, immaculately constructed script.

A spectacle in the grandest sense of the word ...

Whedon, a pop-genre magician best known for Buffy the Vampire Slayer, is a master of viewer manipulation - because he never gives up his own seat in the crowd.

The performances are so well-pitched in The Avengers, meshing with such vividness and ease, that it's tempting to overpraise the good but not great movie that surrounds them.

By the time the utterly routine (and decidedly endless) finale rolls around, Marvel's The Avengers has unquestionably squandered the potential of its premise and its cast...

Delivers big time with everything longtime fans and newcomers alike could possibly want in a summer blockbuster that definitely surpasses the hype.

This too-long adventure is a sensory overload --- complete with loud, protracted battle scenes and hunky super heroes who provide the necessary eye candy. It's also very funny, and highly entertaining.

There is much humor laced throughout the film, giving it an air of not taking itself too seriously -- which is as it should be in a film of this genre.

The Avengers lives up to every last ounce of hype.

It's a blockbuster that manages to please with intelligence and fun. Whedon makes it look easy.

It's all very smoothly done but comes without a hint of surprise or revelation.

The Main Event is pretty much what you'd expect ? noisy, overlong, wall-to-wall CG effects and arcane superhero lore ... Yes, it's all fairly formulaic, but on a Wow! scale never before experienced.

If you only see one movie this year over and over again, it'll probably be this one.

Keep Dogs Safe and Secure during Fireworks Season | Best Friends ...

The upcoming Fourth of July holiday week can be a difficult time for dogs afraid of loud noises. Fireworks can cause a dog to hide, bark excessively and even run away.

Because Independence?Day is a?peak time for lost dog reports, we asked our panel of professional trainers for advice on helping pets make it through the noisy celebration.?

Most importantly, they say, do NOT take your dog to a community fireworks display or backyard celebration that includes fireworks.? Even if your dog hasn?t been troubled by noise in the past, this could be the time that she runs off to escape the scary sounds.

Instead, they advise the following:

  • Create a den for your dog in a quiet area of your home ? an interior or lower level room where noise is muffled. Move his bed and favorite toys into the space for comfort.?A radio or TV can help mask outside sounds. It?s a good idea to condition your dog to the space for a few days before the fireworks.
  • Give him plenty of exercise that day. Get out for a long run, go to the dog park or send him to doggy day camp. A tired dog will be more relaxed andlessbothered by the bombs burstinginair.? He may even sleep through them!
  • Some dogs with mild to moderate anxiety are helped by stress-reducing devices like anxiety wraps, like the Thundershirt, or a DAP diffuser,which releases a calming pheromone.?
  • During the fireworks, distract your pet by playing a game or practicing obedience skills (be sure to reward him with favorite treats). Speak calmly and reassuringly, but don?t go overboard; you will make his anxiety worse if you seem anxious.
  • If you can?t be home with your pet, don?t leave him alone. Find someone to stay with him or take him to a boarding kennelthathasindoorrooms. Thecompanyof other dogs and the attention of caring humans can help distract and reassure him.

Noise phobias are common among dogs, say our experts, and include thunderstorms, emergency sirens and evans vacuum cleaners.? It is possible to de-sensitize a dog to loud sounds, but it needs to be done gradually over a period of time.? If your pet is severely troubled, get help from your veterinarian or a professional trainer

Suu Kyi's fight against oppression had high cost

She was already an international symbol of the fight against oppression and a unique figurehead for democracy. But, Aung San Suu Kyi --?the woman who took on Myanmar's military rulers armed with little more than the strength of her convictions -- was this week elevated to even higher status.

The end of Suu Kyi?s European tour has officially marked her arrival as a truly global political icon.?But behind the smiles and oft-witnessed stoicism that define her public persona is a story of terrible personal loss, a heart-breaking tale of personal sacrifice: Two boys who grew up without their mother and a husband who died of cancer in her absence.

Aung San Suu Kyi holds her honorary degree Tuesday at the Bodleian Library in Oxford, Britain.

It is part of the narrative that defines Suu Kyi, 67, and made her return to Europe after 24 years away even more poignant and moving.

She is the daughter of national hero Aung San, the man who secured Burma?s independence from British rule in 1947.

He was killed when Suu Kyi was just 2 years old. His death and legacy laid the foundations of her incredible future commitment to her country.

In her early 20s, she studied at Oxford University in England, where she met and fell in love with Michael Aris, the man who would become her husband. It was during this very happy marriage that Suu Kyi got what many have defined as ?her calling.?

Suu Kyi: Nobel Prize 'made me real once again'

In March 1988 her two boys, Alexander and Kim, were sleeping upstairs in their home in Oxford while she was reading quietly with Michael when a phone call came that would change their lives and Myanmar's political history forever.

Her mother was sick and needed her.

Suu Kyi packed her bags and flew back to her homeland. On arrival, she found not just a mother who was dying but a country in the midst of great political turmoil. Within months she had buried her mother and taken the lead in the non-violent struggle against a brutal military regime that was slaughtering protesters en masse.? By July 1989, she was placed under house arrest.

Burmese opposition leader Aung San Suu Kyi addressed the World Economic Forum in Bangkok saying, "we just want to improve the state of Burma" and urged the international community to not be overly optimistic about her country's reform process. NBC's Ian Williams reports.

In the time that followed, Suu Kyi believed she would soon return to Oxford, but the days turned into months, the months into years. In total, she spent 24 years away from her beloved England, either in detention or unable to leave for fear of not being allowed back. She saw her sons only occasionally when the regime allowed them to visit.

Author and Journalist, Peter Popham, who has met Aung San Suu Kyi twice, wrote a biography about her called ?The Lady and The Peacock.?

"Neither she nor her husband imagined that it would lead to the destruction of the family," he said. ?Michael is on the record as saying he expected the regime to collapse before Christmas."

But many Christmases came and went and the boys turned into men, without their mother?s presence.

A very public reunion took place last November between her and her younger son Kim, by then 33 years old. At the airport in Rangoon she cast a delicate and lonely figure but also a mother like any other desperately awaiting the arrival of her son.

Watching the video footage of it now, it's a very moving moment. Kim turns up and they smile for the cameras; she looks up proudly at her tall, handsome son. It had been 10 years since she had last seen him and she had then never met her grandchildren.

There are many conflicting rumors about her older son, Alexander, who did not attend the Nobel Peace Prize ceremony in Oslo, Norway, last weekend. Some say he has found it difficult to forgive his mother's absence.

In an ITN interview Tuesday, Suu Kyi had a pragmatic response: ?We have never spoken of forgiveness as such,? she said, ?but we also have to remember that although my sons may not have had me near them, their position was so much better than that of many young people in Burma.?

For the first time in nearly a quarter century, Myanmar's opposition leader, Aung San Suu Kyi, has left her country for a journey overseas, first to Bangkok and later to Europe. NBC's Ian Williams reports.

But what about her? Was she a mother who made a painful sacrifice for her country?

'Stubborn streak'
Popham said that she did not view this as sacrifice but more as a choice with the agreement of her sons and husband.?

"Many people wonder why she has been unable to express her feelings for the loss of her family,? he said, ?and they think that maybe this is because she is rather a cold person to whom the family doesn?t mean much, but this is a serious misunderstanding.?

Her ?stubborn streak? -- a personal trait she referred to when in London this week -- may have had a big role to play, as may have a certain lightness of being. She keeps a poker face, notable during her trip this week, but it is also interjected with moments of mischief.

All her speeches have been peppered with irreverent references and she was often caught grinning broadly; a sense of humor never seems far away.

Bono, of the band U2, a long-time supporter, told me that she combines charisma with a unique determination.

?She is still inside herself,? he said, ?And steely; there is a toughness as well as a tenderness.?

Her Buddhist meditation practice is said to have helped her during her longest and darkest moments, as has her own childhood marked with control, resolve and poise. These were coping mechanisms that got her through the last two decades.

Popham said she was always careful not to reveal what she really thought.

?She was an extremely devoted mother and housewife and the separation for years was certainly something that was never envisaged.? He continued, ?She?s never spoken about it, spoken about the pain that she undoubtedly endured because to do so would be a way of telling the military regime your strategy is working. I am suffering.?

When asked this week about the family she left behind, she was as direct and confident in her answer as ever.

"I don't feel good about it,? she said, ?but on the other hand I think that in the end one decides what one's priorities are, and one lives with one's decisions."

She?s had a quarter of a century to make peace with those decisions. Her return to the U.K. must have been overwhelmingly bittersweet.

But, long accustomed to being a woman who keeps her feelings private, in Dublin she told me simply that her trip had been ?absolutely stupendous.?

Hamas threatens to escalate attacks on Israel

JERUSALEM (AP) ? Gaza's militant Hamas rulers threatened to escalate fighting with Israel on Saturday after airstrikes killed several gunmen in the coastal territory, and Palestinian rocket attacks on Israel wounded one person and damaged an elementary school in the country's south.

The two sides periodically clash, but this flare-up was the most serious in months. It started with an attack by a little known al-Qaida-inspired Palestinian militant group but has extended to drag in Hamas.

Hamas has largely stayed out of direct confrontation with Israel since a war more than three years ago although other factions have launched cross-border attacks.

Gaza militants fired over 30 rockets and mortar shells on Saturday alone, bringing the week's rocket tally to more than 150, according to the Israeli military.

Over a million people in southern Israel live in range of the rockets and the Israeli military has advised the residents to make sure they can get to a bomb shelter quickly.

An Egyptian official in Ramallah said that he is trying to broker a cease-fire between the Palestinian militant groups and Israel. He said he hoped calm would be restored by late Saturday. Egypt traditionally plays a mediating role between the sides.

The official spoke on condition of anonymity because negotiations were ongoing. Israel had no immediate official comment on the Egyptian efforts, but Hamas official Ayman Taha said his group would cease fire if Israel does. Soon after Taher spoke more rockets fired from Gaza exploded in southern Israel. It was not clear which group fired them.

A previous cease-fire reached late Tuesday did not hold long.

Military Chief of Staff Lt. Gen. Benny Gantz convened "an urgent meeting" to discuss ways of dealing with a week of persistent Palestinian attacks, a spokesman said, while Defense Minister Ehud Barak consulted with senior officials Saturday evening. There was no official statement afterward but the Israeli media reported that the decision was made "to meet fire with fire and quiet with quiet."

Israel's military said it carried out a series of airstrikes Saturday in response to the rockets. At least four militants were killed and over 20 Palestinians, both combatants and civilians, were injured, according to Gaza health official Ashraf Al Kedra.

Hamas' military wing, the Izzedine al-Qassam Brigades, vowed to escalate the fighting.

"If the last rounds were not enough to deliver the message ... we are ready to crush the enemy and to curb its arrogance and to respond to aggression in a strong way," the group said in a statement released Saturday afternoon.

A few hours later an Israeli airstrike killed a Gaza militant riding a scooter. The Popular Resistance Committees, a Hamas-allied militant group that often fires rockets at Israel, said he was a member. Witnesses said the force of the explosion caused a wall of a nearby building to collapse, injuring several people. The Israeli military said they targeted the militant as he was preparing to launch rockets.

In an earlier attack the same day, an Israeli airstrike killed a Palestinian militant as he rode his motorcycle in Gaza. Several buildings used by Hamas, which rules the coastal territory, were also damaged.

The Israeli military said it hit "terror sites" and that it holds Hamas accountable for any attacks originating from the Gaza Strip.

Also, an Israeli was seriously wounded when a Gaza rocket smashed through a factory roof. Rockets from Gaza also hit a school in the Israeli border town of Sderot. The school was closed for the weekend so no one was hurt but the building was damaged. Several other Israelis were injured in Palestinian rocket attacks this past week.

"We have been enduring years of relentless Palestinian escalations and this is just one of them," said David Buskila, mayor of the Israeli border town Sderot where the school was hit. "We trust the Israeli military and government to restore calm," he said.

The spike in violence began Monday when two gunmen infiltrated into Israel along its border with Egypt's Sinai peninsula and killed an Israeli Arab construction worker who was part of a crew building a border security fence meant to avert such attacks. Later, a little known al-Qaida-inspired group, the Mujahedeen Shura Council of Jerusalem, claimed responsibility for the attack and identified the gunmen as an Egyptian and a Saudi.

Since then, Gaza gunmen have fired barrages of rockets and mortar rounds at Israel, wounding several Israelis and damaging apartment buildings. Israel has carried out airstrikes on militant targets that killed at least 12 Palestinians and wounded dozens so far.

Meanwhile, Gaza health official Ashraf Al Kedra said a boy was killed in a playground during an airstrike Saturday morning in Khan Younis. The Israeli military said it had not attacked that area.

Military spokeswoman Lt. Col. Avital Leibovich later called the allegation a "false rumor" and said that according to intelligence information, the boy was killed by "ordinance belonging to one of the terror groups." Palestinian rockets often misfire and explode inside Gaza.

Illinois fugitives arrested in New Mexico

ALBUQUERQUE, N.M. (AP) -- A manhunt that began with a deadly shooting in Illinois ended Saturday in the eastern New Mexico city of Tucumcari.

The U.S. Marshals Service arrested 20-year-old Carlton Neely and 22-year-old James Edward Johnson outside a truck stop early Saturday morning without incident after spotting one of the men buying food inside.

Murder warrants were issued for the men on June 15 in Illinois after the Marshals Service said the two men shot at least four people, killing one.

The Marshals Service said the pair fled to California, and investigators were able to track them to Arizona and then New Mexico.

After authorities combed Tucumcari area hotels for the men, a deputy saw Edwards buying food at a truck stop and notified his colleagues outside.

They're awaiting extradition back to Illinois.
