After a lengthy discussion and question and answer period, the House Finance Committee voted 13-11 to table HB 1776, the Property Tax Independence Act, in order to conduct further public hearings during the summer months. Rep. Jim Cox (R-Berks), prime sponsor of the bill, and other supporters of the legislation argued the need to report the bill to the House floor so the discussions could continue and the issue of eliminating school property tax elimination could be addressed and resolved this legislative session. Supporters of the tabling motion argued there are too many questions that need to be addressed before sending the bill out of committee such as the shifting of $11 billion in taxes, the impact on the General Fund, and revenues going to Harrisburg for distribution instead of going directly to the local school district.
